How do I recover my gmail account if I don't have the phone number used to set it up?
If you don't have the phone number or another recovery email address, you can't access the account. The rules aren't ridiculous. It was your own responsibility to update your phone number and your Google security settings before you got rid of the phone number. You could contact whoever has the number now and see if they are willing to give you the code. More on reddit.com

I have been creating a lot of different gmail accounts recently and thinking I was deleting them when I really wasn't, I figured this out when I tried to create another account but it denied me and said I had too many accounts under my phone number,I don't even remember the accounts gmail name.
