What is the best free alternative to Microsoft Office (especially Excel)?

Specifically, I'm looking for something that can properly open the ForgedAnvil D&D 5E Character Generator by u/ForgedAnvil.

WPS Office
The first two can't even open it, and WPS has reduced functionality without a premium subscription (I don't know if there is a one-time payment option, but even if there is, I don't know if it would work the way I want). No macros being the biggest issue I've noticed so far for what I want to do. WPS also prints/exports to PDF strangely with the character creator. It seems to shift images out of place and stretch them. I didn't have this issue when I tried the Office 365 trial.
Would my best option be to just pay for Microsoft Office? If so, should I look at Office 2016 or 2013? Which is better, and why? I can get either of the "Home and Student" versions for a similar price ($136.50 for 2013, and $140-$150 for 2016), so if 2016 is better, it doesn't cost that much more
NOTE: Like the title says, it's mainly Excel that I'm looking to replace (or buy if that's the better option), but I'm interested in Word and PowerPoint as well (the options I've already tried for Word and PowerPoint alternatives are good enough for me, but if there's something better out there, please let me know).
I also want to stay away from subscriptions. I don't use these programs often enough for me to pay every month/year, but a one-time payment that will let me use it for many years is fine, even if there isn't official support later on

I recently brought a second handed laptop that's been reset so I'm setting everything from scratch. I've used laptops for work before, but I've never had to install office software myself. I am looking for a free, offline Excel/words alternatives (not web based). I don't have a Microsoft product key and cannot afford a subscription at the moment. I tried WPS office, but it seems to require payment for full features.
Any recommendations for a reliable, free spreadsheet application i can install and use offline would be appreciated. Thanks
