How Are Mobile Numbers Formatted In France?
Compared of the US system with (+1) (xxx)-xxx-xxxx, French phone numbers are formatted like (+33) x xx xx xx xx. For France to France calls, the +33 can be replaced by a 0 giving then a 10 digit number (5 pairs of digits) starting with 0. First two digits gives you the type or the general location of the number, 01 to 05 (in order, Paris' region, Northwest, Northeast, Southeast and Southwest), 06 and 07 are mobile phone numbers, 08 are commercial ones, and 09 reserved for VOIP lines. For geographic numbers, the second pair of digit gives you more or less the department the caller is located, the third pair describe even more locally, and finally the last two pairs are not geographically dependent. How do you write phone number in you country?
Used to be 12 34 56 78 for landlines and 123 45 678 for mobile phones, now it's 12 34 56 78 for both. We don't really have area codes today. Mobile numbers start with 4 or 9 and landlines start with 2, 3, 5, 6 or 7, based on a geographic distribution, but you can never skip any prefixes. More on reddit.com

How to get a phone number before arriving in France?
What do you need the number for before your arrival? Last time I got a Free Mobile card all I needed was a credit card and and address for them to send the card. My friend used an American card and wrote his address as "care of CheeseWheels38", so it's not like they checked residency. But you'd still physically need to be in France for that. I think you can get vacation packages from some operators (Orange, last time I looked) where they'll mail you a SIM in advance. More on reddit.com

This may be a strange question, but I am currently working on a web-based project where we intake the mobile phone number of our users to send them a receipt of their purchase. We are localizing this experience for each country we support.

Here in the United States, for example, the user sees a field that looks like such:

Enter Your Mobile Number: (xxx)xxx-xxxx

I am curious if anyone in France could help to assist with how this field would best appear for users in France. The country code would not be relevant as we will be sending messages from a local mobile number, but I would like to understand how you would expect to see the formatting of a field.

In France we they are composed of 10 numbers and written this way : 04 90 65 34 78 (obviously I typed random numbers) when you're calling from inside the country. Or this way if you're not in France : +33 4 90 65 34 78

Édit: I didn't explained it, but cell phone numbers start with 06 or 07. And "home" phone numbers start with a specific number depending on your region or department, I'm not sure. If you come from Drôme it will start by 04, but if you come from IDF it will start by 01 I think
