The word "general" means "not specific". It has a huge range of usage and meanings. "Generally speaking" means "nearly always". "General public" means "everyone". "General rule" means "rule to follow when no exceptions apply". "General practice" means "what is normally done most of the time". It's also a shorthand for a doctor that treats basic illnesses and injuries (called a GP).
