I wanted to ask this question in the specific county community, but not enough people there.

My question is, how does each county decide what tax rate to adopt for their sales tax?

For example, Gwinnett is 6% and Dekalb is 8%-8.9%.

Why is Gwinnett able to have a lower sales tax than Dekalb?

What factors contribute to Dekalb having a higher sales tax?

4% goes to the State, then there are a bunch of optional sales taxes that counties can add on, usually in 1% increments. These include: Local Option Sales Tax (LOST) - shifts some property tax revenue to sales tax, and is itemized on your property tax bill. Special Purpose LOST (SPLOST) - counties and cities propose a specific list of projects. If the SPLOST is approved, the sales tax revenue must be used for those projects. Educational SPLOST (ESPLOST) - same idea as a SPLOST, but for the local board of education. Transportation SPLOST (TSPLOST) - same idea as a SPLOST, but for transportation projects. Homestead Option Sales Tax (HOST) - similar to a LOST, but for specific homestead exemptions. Equalized HOST (EHOST) - different method of implementing a HOST. Municipal Option Sales Tax (MOST) - used by Atlanta metro counties to pay for water and sewer upgrades MARTA taxes - some counties levy a sales tax to support MARTA. So to answer your question, Gwinnett has the 4% State sales tax + 1% SPLOST + 1% ESPLOST = 6%. Dekalb (not Atlanta) has the 4% State sales tax + 1% MOST + 1% HOST + 1% SPLOST + 1% ESPLOST = 8%. Dekalb (Atlanta) also has the Atlanta MARTA tax and Atlanta TSPLOST, which total to 0.9%. Pretty much all of the add-on taxes have to be approved by the voters in the county. In addition, there is a NEW add-on tax coming with the approval of the Constitutional Amendment for a uniform statewide inflation-adjusted homestead exemption. Counties that do not opt out of this will be able to levy a new 1% sales tax to offset the loss in revenue.
