Why is car registration a thing? It seems like you're paying for nothing.
The local government maintains a registry of all vehicles that uniquely identifies each vehicle and records its owner. The purpose of this registry should be pretty obvious: If a vehicle is found unattended, its owner can be identified through the registry and contacted. If a person is found operating a vehicle in an unusual manner or under odd circumstances, the registry can be checked to verify that the vehicle actually belongs to that person. And so on.
In most jurisdictions, vehicle registration is used as an enforcement tool. When you buy a car you're required to register it, and a fee is assessed that's proportional to the purchase price of the car; this is basically a tax. At the same time, the local government agency verifies that the car is safe to drive and that you have complied with the local insurance mandates, if any. When you periodically renew your registration, you're again demonstrating that your car remains fit to drive and that you're complying with insurance mandates.

Hello! I am an incoming resident to the glorious state that is New York! I must get a new license and license plates. I know about the 3 different license type and I am wondering if anyone can help me with determining the price of changing my old state ID and license plates to NY.
I was thinking about the Enhanced driver’s license because I don’t yet have a passport, and it seems quicker to do the ID with that option than going through the process to get a passport.
I am confused about changing my license plates though. Do I need to file paperwork for that? Can I just do it all when going to the DMV?
