I want to buy a domain on Godaddy but it is 60k. Any suggestions to get that domain that lower rate?

If a domain is listed for sale on any marketplace, the owner is going to be paying a commission somewhere between 10-30%. So it's reasonable to expect that you could negotiate the price down in that range if you contact the owner directly. Most times owners are flexible when it comes to payment. You may be able to negotiate a payment plan, whereby you can pay the domain off over a certain time frame. You would be able to start using the domain as soon as you make the first payment by requesting an update to the nameservers. Once the final payment is made, you would gain full control and ownership of the domain. The most important thing to note, if you are able to successfully negotiate a deal, use a trusted third party escrow service, either Escrow.com or Escrow.domains.
