Google probably believes you still have access to the account somewhere (like the phone where you received the verification code)… * Still signed in on some computer or mobile device * Have an e-mail client or app connected to the account * Have forwarding setup to another account * Have another account using POP3 to fetch messages. Check around and see if you have a way of accessing the verification code sent to the account. If you still can’t find a way to access the e-mail sent to the account, then try letting the account sit for a full week with NO sign in or account recovery attempts. Just leave it idle for a week. This may allow you to attempt account recovery with different questions being asked. If you don't have the phone number or another recovery email address, you can't access the account. The rules aren't ridiculous. It was your own responsibility to update your phone number and your Google security settings before you got rid of the phone number. You could contact whoever has the number now and see if they are willing to give you the code. More on reddit.com

That's an incredibly terrible idea. NOBODY should ever use their Google Voice phone number as the recovery phone number for their Google Voice account. If you forget your Google password, or someone compromises your account and changes it, and you foolishly don't set up other recovery options, then you will be permanently locked out of your account. Google won't be able to help you recover it. You will have locked the combination to the safe inside the safe. SIM swap attacks are overblown in the media. You should be able to set up SIM protection on your mobile phone account. Aside from that, if you are really concerned about the security and privacy of your Google account, you can enroll in Google's Advanced Protection Program , and use hardware FIDO/FIDO2 security keys.
