When you want to cancel your account in google adsense you should checkbox that you will not be paid any outstanding earnings visit the google support. so I think the best way is to don't cancel your account.

I used the Google Adsense "Ad Balance" setting that claims to only post higher paying ads, and this is what happened to my earnings
It doesn't show higher paying ads unless there is more advertiser demand for your inventory than what you are offering when choking it.
Without that, all it does is set a floor. Any ad that is likely to earn you less than that floor isn't shown. So when you have an auction for that given ad impression, and if they can't find an ad that would beat the floor, then nothing at all is shown.
So there are two ways you might actually make more money with this:
There are advertisers that want your inventory and by introducing the floor you are making they bid higher to get it. (But with an amount like $65, this probably isn't the case.)
2) Your users sometimes see ads and sometimes don't see ads in that particular place on your page. If they see ads there all the time, then they develop banner blindness for that spot. But if the ads don't show there, then the idea is that when the ads finally show (because they beat the floor) it gets the attention of your user and increases the likelihood of a click. That works if you have a lot of repeat traffic.
If neither of those is the case, then you won't really see much improvement.
And even with #2 you won't see much.
You might however end up with more pages per session. And that might get you more overall pageviews. And that in turn might earn you more. But unlikely. Any increase in pages per session will be offset by even less demand from advertisers. So those extra pageviews won't be serving no ads.
