What's going on here? What do the C-Suite executives know that we don't?
Or is it this an amortization/tax/period-of-the-year-type thing? If so, how and why does that relate to the motivations for and time periods wherein employers decide to layoff current workers or hire new ones?

how much yoe you have? Maybe firing and hiring at low pay?
If you read the link - it says they are laying off people from a certain department. So unless you are actively interviewing for that department - I see no reason to be concerned.
Hiring and layoffs can happen at the same time. Not the same role or team. But can happen across large orgs. Preference does exist for existing employees - so despite roles being publicly advertised / they can be filled by internal applicants.
