What's going on here? What do the C-Suite executives know that we don't?
Or is it this an amortization/tax/period-of-the-year-type thing? If so, how and why does that relate to the motivations for and time periods wherein employers decide to layoff current workers or hire new ones?

Answer: From what I know and what have seen from companies in general. A lot of companies get their new fiscal budget for the year in January and have to make staffing changing in accordance with this new budget. And its common for company's to want to outperform the previous year (to please shareholders) so they're basically trying to layoff who they see as "non-essential" i say that in quotations because its subjective on whose job is essential. Also AI had a huge influence on 2023. And going into 2024 a lot of companies are going to want to utilize AI to cut cost. Duolingo for example, from what I've heard, is that they're using AI to translate while having their previous human translators be used to proofread or confirm whether the translation are accurate or appropriate. Twitch I know cut off the entire streaming branch of South Korea due to South Korea having laws and taxes on foreign streaming services so as to promote their own native streaming platforms. That's all I know. I hope this information is useful and others can attribute. Thank you. Edit: changed objective to subjective

CS jobs are extremely unstable. Nowadays any time that companies struggle a bit CEOs make the decision to lay developers off. How can somebody make a career out of this? The older you are, the harder it becomes to jump back on track after these events. Either you save up money like crazy and retire early living from your investments or you are screwed.

If you read the link - it says they are laying off people from a certain department. So unless you are actively interviewing for that department - I see no reason to be concerned.
Hiring and layoffs can happen at the same time. Not the same role or team. But can happen across large orgs. Preference does exist for existing employees - so despite roles being publicly advertised / they can be filled by internal applicants.
