Google's new King's Cross office
Companies, google included, generally don't start hiring more because they're opening a new building. Google projected that they'd see substantial growth through their normal hiring processes probably as far back as 2015, if not earlier, and planned buying a new office. Once they open it, they will do what Meta did when they finished their KX office, and moved everyone over there. New job openings won't appear as a result of the new office opening, they'll just shift staff. Having a new office just gives them more breathing room to not have to move to yet another office in a panic once they exceed capacity. TL;DR: no, they won't pick up hiring when the new office is completed. It will be business as usual More on reddit.com

Is it true Google and FB are opening new London offices in 2020/2021? Will they be expanding engineering or just commercial roles?

Yes. Facebook does not seem to be hiring yet though, but it is said it it will open 1000 jobs. I assume it will be both engineering and commercial as they got an engineering presence in London.

The Google building has not been completed yet, hence why you might not be seeing lots of hiring yet. Probably Facebook might be in a similar fate too.

The Battersea office of Apple seems to have some engineering roles but cannot tell you how much of a presence they have.

they probably usually also hire for more generic SWE roles. Keep in mind that job postings have been reduced quite a bit due to covid hiring freezes and will stay like for the rest of the year and probably next year as well More on reddit.com
