Here's an update.
- Sign in to your Play Console.
- Navigate to "App Content" (Under policy section)
- Navigate to "App access" questionnaire - you might find it under the "Actioned" tab - and click manage.
- Choose "All or some functionality is restricted" under "Instructions for app access".
Enter the test login credentials there for app review team to access.
