There is actually a Google Play app in Beta for Winodws. It certainly runs on Windows 11. Although I'm struggling to get the installatioin to complete on Windows 10. I may post solution here if found.

Probably not, no. For one, Google play has been on PC for a while now. But also people playing PC games don't typically want the mobile loop. If they did, we'd already be seeing more of these mobile games having been ported or developed for PC. This is a nice bonus for people who want to keep up with their favorite mobile games here and there on the PC, but I don't see this as competing with the PC market directly.
