What worked for me was clearing the Play Store cache several times and re-trying the app until it finally let me into the Store.
I can't set up passwords or biometrics on my elderly mother's phone either--she wouldn't be able to use the phone!
It sounds like its asking for verification, not the method. Just use password or biometrics.
If for some reason that doesn't work, and it wants card details, then enter details of your card. Once successful, delete your card.
After a lot of back and forth between my bank (KBC Belgium) and Google Support my debit card was added to Google Pay. For some reason I can't use it online. I wanted to buy Google One subscription but every time Google Pay labels the card as unavailable. Bank says there's nothing wrong at their end. Google support said problem is solved. I waited for more than 24 hours after adding thinking there might be a time based safety method. I have removed and re-added the card but same issue. Not sure what I am doing wrong. Some context:
-Moved to new country (Belgium). Deleted any existing payment methods and made a new payment profile.
-Local bank account and debit card (card works literally everywhere else)
-Samsung S10 stock (up to date Google Pay app)
Been more than a month and I just can't get my Google Drive working because Google Pay won't let me pay.

I have been trying to buy an app for 2.99 for several weeks now. Each time I try via my phone or laptop I get this error. Exactly like the title says.
I have tried 3 different credit cards and validated with my card company that they are not denying the purchase.
I have purchased a 5 dollar credit on my phone in the play store with 1 of the credit cards that get denied. They took my $ just fine for that transaction.
I have then tried to purchase the app with the credit and it get denied with the same error.
I have validated my address and have no notifications indicating my account is messed up.
I can download and install apps that are free with no issues.
I have a motorola and I get my cell service via Google FI.
At my wits end. The app is nothing special, but the principle and anger over not being able to solve this is driving me crazy.
Having a similar problem but with only one app. Every other app/game is fine. With the one that gets denied, it's pulling a Gmail that isn't my main Gmail and isn't the one I'm using to successfully pay in other games. The game developers can't figure out why their game isn't pulling the correct address, and Google play's only advice is to contact the app dev when this happens.
I suggest taking screenshots of the initial payment screen which should offer some clues as to whether or not that app is finding your correct account.
Also screenshot the denial. There should be a code. I haven't found any listing of what my two codes mean yet, but someone has to know, right? They don't have some random code generator just to troll us, right? 😂😬
The app's developers might be able to figure it out if they can see what's happening. In my case, I think it's my uni's restrictions on the uni email, which doesn't look like a Gmail account but it is. They don't allow payments. I also can't sign into YouTube if I'm signed into my uni email on a device-very crappy! My Google play account as well as my device are with a different Gmail that my other games and apps found just fine, but there is something about how this one game's payment section connects to Google that bypasses the Google play account info. So it's possible you or someone in your household is signed into a limited email on the device you have.
This is impossible to fix i think and makes me dread a future with Google in charge of anything because there is no tech support of any kind. Their terrible help feature has section for us that states if only one app isn't completing a payment, you have to get that app to fix it. But they don't provide the devs with any way to fix it apparently. The devs have no access to better support. With money, that's unacceptable. Sorry for the long and probably unhelpful blather, I've just been dealing with this infuriating situation for weeks now.
Yes I am having the same issue. More than enough Google credit, and I tried my PayPal and credit card. Nothing has changed with my info, never had this issue before. It's gotta be a Google problem. Hopefully it gets fixed
This usually happens for one of two reasons:
- The payment information registered to your Google account is invalid and causing problems.
- The application data of the Google Play Store is corrupted
Managing your payment information
Verify if your payment methods are still up-to-date in Google payments center and in the account section of the Google Play Store. Note that they should match the personal information of your Google account.
Clearing the Google Play Store cache
- Open the
Settingsapp. - Click on
Apps. - Select
Google Play Storefrom the list. - Click the
Force stopbutton and confirm. The application is now forcefully closed. - Still in the same window, click on
Storage. - Click the
Clear cachebutton. - Now reboot your phone and try again to see if the problem went away.
Possible resolutions to the [DF-RPC-01] ( Remote Procedure Call Failure error)
Well certainly I too believe it has nothing to do your device, even a lot of people have complained about the issue:

It is usually occurring when there is no payment method linked to your account (as suggested on Google Play Help forum). Users have noted it appears to be a back end issue with Google.
You may wish to check your current payment options including any updated information such as address, payment choices (especially credit cards because of late Google has beefed up its security on use of credit cards for making app purchases).

You may need to contact Google support to present your query.
- From the above discussions this error is said to be different from other errors which are normally fixed by clearing data, clearing cache or updating google play services, based on evidence above.
Strangely some users claim the problem was caused by having several google accounts on the device some of which weren't linked to Google Play and removing these extra accounts resolved the problem (however I don't think it’s too convenient but if that’s the only way out then it’s worth a try).
- Opening up settings
- Navigating to accounts settings
- Selecting "google accounts"
- Delete all unnecessary accounts
- Re syncing all accounts and making sure none of them fail to sync properly because the device doesn't notify of any failures.
Update 1
For some reasons, it can happen that checkin expires. Here are some independant tricks you can use to force new device checkins: Google Checkin is the service responsible for “checking in” to google servers (also readies important updates and syncing of data(dropbox etc))
Compose ##2432546## (which stands for ##CHECKIN##)
If you don't want to dial or can't because there is no dialer on your device, use an ADB shell as root and type this:
# am broadcast -a android.provider.Telephony.SECRET_CODE -d android_secret_code://2432546
Somehow this fix helped me fix one of the infamous errors: "Error retrieving information from server. [RH-01]" Which is the reason I am attributing the issue to be related to syncing issues with Google servers.
Update 2
- Check if debit/credit card(s) have expired. When these cards have expired you can longer be able to make new purchases and this error appears so you need to renew/reactivate these. After which you need to enter new details.
When entering new card details make sure you clear cache of play store and google play services:
Settings >> Applications >> Google play store :Force close >> Clear cache/data
Settings >> Applications >> Google play services : Force close >> Clear cache.
Reboot device, then when re-opening Google Playstore you made need to reenter details (account with payment info). Afer successful sign-in you should see your billing info.

If you are using google wallet check if you not accidentally disabled the payment services. You can add debit cards or link bank accounts to your Google Wallet. Fore details see here: Add, update, or delete a debit card
Make sure your google account address is the same as the address you had your my google wallet payments
Possible syncing issues between google play store and other google apps
- Some users claim that there were not able to make purchases and after some troubleshooting opening Google Play Movies and TV app (follow setup process) they were able to make purchases through googleplay. Getting error [DF-RPC-01], cannot purchase apps or in-app purchases
Other workarounds : Using VPN connection
Through some seroius experiments, one user claims that after changing the connection and using VPN tunnel solved the issues with this error. Getting error [DF-RPC-01], cannot purchase apps or in-app purchases
Remarks: I myself have not yet encountered this error, but other minor errors which were resolved by basic troubleshooting (i.e. clearing cache, data, and updating google apps),
however have taken time to research on possible fixes and from my understanding this kind of error is likely to be related to Google itself, based on the evidence that it still appears on web interface apart from device. Hope that helps.
