I’ve been emailing back and forth as the same thing happened to me. I’ve never used google play credit to buy a game and yet I’ve had 150 dollars refunded to my play balance for some reason. Only ever used the same card to buy games and still have that card. Support told me I was basically out of luck and they can’t cash it out or convert it. Ridiculous

On Google Play, the developer can refund (at least inside the running month, didn't try after that timeframe). On Apple's App Store, the developer cannot refund, it needs to be requested via "Report a problem". It could be that the contact person just doesn't know or the person replying doesn't have access to the refund feature. They will need the Order ID from you which should show in the email receipt for that Google Play account, with that they go into the root page of the Google Play Developer Console, navigate to Order Management and there search for your transaction to refund. Bought something through an app that didn’t work as expected.
I requested a refund within 1 hour of purchase — well within their official refund window.
It’s now been 5 days, and all I’ve gotten is a circus:
→ Google Play denied the refund, told me to contact the developer
→ Developer said Google handles all refunds
→ Went back to Google with proof, and now they say “contact your bank” if the payment already went through
I haven’t even gone to the bank yet — I’m just exhausted from being passed around like a refund football.
I followed all the right steps, even stayed in the time limit, and they’re still not helping.
Has anyone else dealt with this? Is this how Google Play handles refunds now?

In App Purchases are different and DO NOT HAVE A TWO HOUR WINDOW AT ALL. only the dev can refund yes, chargeback will lock down your Google Account The terms changed AGAIN. Developer country of origin now impacts refundability.

They were pretty quick for me. I had someone pick up my phone and purchase (and use) in app purchases. Contacted Google Play and 1/2 of the purchases they refunded within a few hours the other 1/2 was a few days. I was happy that that refunded me at all.
