Each time I have reset my phone, exactly the same thing happens. I cannot update individually only Google Play Services as it goes into an infinite loop of popups saying that you cannot Update until you Update.
The solution which worked every time is to go to the Google Play Store into the Apps and Games (sometimes called differently depending on the version) and doing a Update All. Obviously, it may update more than you want but that is the only reliable way that worked on Android 7.0. Hopefully, this can work (or some similar steps) for your version too.

I faced similar problem while trying google maps in emulator. While some people have been able to run google play services in their emulator by downloading google play services application from their mobile, making the apk file and then installing that file in emulator, it is really complicated process and works for certain api level only. Same is the case with emulator using google api's that shift with builtin maps and google play services. The maps application will work in emulator while your application asks for update to google play services. So the wise thing to do is to test it in real hardware.
For me, I had to go to settings | apps on my emulator and then find Google Play Services, I then saw that the version number was no where near the current version number (6.7.74 as against the current 7.3.0)
I then went to my dependencies and changed:
compile 'com.google.android.gms:play-services:7.3.0'
to
compile 'com.google.android.gms:play-services:6.+'
You'll get warnings saying a newer version is available and to avoid using + in version numbers but if you've spent the entire day looking for a solution like I did, you could care less.

I'm setting up Intune and my samsung Android test devices started getting this 3-4 days back. It appears whenever we launch the Managed Google Play Store. I am unable to update it on the device. When I go to Settings, About Phone, Google Play System Update it says February 1, 2025.

I had this same problem. I opened my emulator, went to Settings -> Apps -> Google Play services, and noted the version (in my case, 8.1.65). Then I opened my build.gradle and saw that the version there for com.google.android.gms:play-services was 8.3.0. I changed it to 8.1.0 and it worked on the emulator.
You might have to do a check in your code if the user has Google play services installed. If they dont, prompt them to download it from the play store.
Navigate to settings--> apps in your emulator and then find Google Play Services, check the version number and use it in you build.gradle

Change the SDK in your emulator to v21 or lower. Physical devices are not effected by this issue.
The reason Android is complaining about an update for Google Play services is related to a known issue in Android emulators for API v22 and up (at this time 23). https://code.google.com/p/android/issues/detail?id=176348
You should try to use the latest version of Play Services in your build script as users are generally forced to have the latest version of this on their device.
I got this notifaction yesterday, and it scared the shit out of me. I had no idea what this entailed, so I immediately took to the internet, but absolutely NOTHING worked. So, I kept on picking around for HOURS at nothing, until today. This method only worked because I wasn't in the beta version, but here's what to do:
Open google play > tap on the notifaction > sign up for beta tester (you just have to tap the button. You'll only have to wait like 5 minutes or less.) > close google play store > follow the notifaction (keep doing this until it says beta)
You then should be able to update your google play services!
