I'm uploading an android app to Google Play but it's requiring a privacy policy
Yes, you need to provide a privacy policy. You can provide a simple one. It can be hosted on Google Sites if you want. More on reddit.com

What exactly does Google Play want in my privacy policy?
I wouldn't call something this short a privacy policy. You explained that you used Admob, but what about the rest of your app? Even if you just link to google's privacy policy for Admob, you still need to specify what data your app collects, how the data is used, users being able to delete data etc. An example for a valid privacy policy is available here: https://policies.google.com/privacy More on reddit.com
