The "letter" is probably a 1099-MISC, which is a tax document sent by whoever paid you. In this case, I'm guessing the California FTB paid you $700 last year as part of the "California Middle Class Tax Refund." It is not a bill. It is an income statement. You may need to include this amount as income when you file your 2022 federal income tax return.
