They would never do this.

Say they set the location to Mt. Everest. Your going to have a shitload of spoofers, and one crazy fucker who flies a plane out there, spends a month hiking to the top and all around that fucking mountain, and gets banned along with the spoofers, assuming the mountain doesn't kill him first.

Obviously this is an incredibly exaggerated example: here are more realistic examples.

Niantic sets the bird location to something off limits, like the Hollywood sign.

1.) A whole bunch of players will start spoofing now in order to catch an impossible bird.

2.) You will have a whole bunch of people willing to trespass in order to get the bird.

Niantic does not want to potentially put itself in legal troubles, and Niantic does not want to create more spoofers.

I presumed he was tracking all the places E corp had paper records. Remember, E Corp was planning to consolidating all the records in the fortress-like NY building. Stage 2 is about blowing the building with the paper records up, once E Corp ships them there. Meanwhile, we know Elliot is trying to get E Corp not to ship them back..

Also, during S3EP2 if you followed some of the easter egg clues, you could download the real presentation Elliot used to try and convince his stupid bosses NOT to ship back paper records. Here's an image from the map in his presentation:

Anyways, perhaps the map is something else, but I think it was Tyrell finding all E Corps paper record locations.
