It turned out that one fan was physically blocked by a wire (mini ITX is a lot of fun to build). Make sure all GPU fans can spin freely and that every fan is working; otherwise, the GPU puts the fans into a failsafe mode.

Quick path that keeps full PCIe 4.0 speed and restores tach sensors: Update the B550M-DS3H to BIOS F20g (AGESA 1.2.0.E) with Q-Flash, then Load Optimized Defaults. F20g moves the SMBus pins to a dedicated lane and stops the "0 RPM / 100 % fan failsafe" seen on F17x beta builds while the link is at PCIe 4.0 x16. Keep your RTX 5070 on VBIOS F10 or newer. Those tables are already tuned for the DS3H and do not affect tach sensing. Install AMD Chipset Driver 7.06.02.123 after the BIOS flash. The package updates the AM4 SMBus filter; together with F20g it prevents I2C time-outs that drop the tach line. Clean-install an NVIDIA driver that is not in the R572–R576 range (565.85 or 568.25 are safe until NVIDIA publishes a confirmed hot-fix for the sensor-drop bug). In BIOS > Settings > Platform Power set Native ASPM = Enabled PCIe Link Power Management = Typical Off This keeps the link out of L1.2 retrains that used to corrupt the side-band. After reboot, GPU-Z should show PCIe 4.0 x16 plus a live fan-RPM read-out. Fans ramp down to 0 RPM once the core is under 45 deg C.

Roll back to the pre-570 driver branch and skip the new NVIDIA App entirely. The 572.xx WHQL package has open issues where the fan tach line gets dropped if the driver loses I2C for a split second, which triggers the fan-at-100 percent failsafe. Use DDU in Safe Mode, then install 565.77 or 568.25 and see if RPM comes back. Editor's note: NVIDIA hasn't documented this bug in the official R572 notes, but multiple user threads report the symptom. The original download link (245310) was pulled; grab the older package from the driver archive instead.
