First of all I'm not confused about how this letter is pronounced. I've been taught it's the former pronunciation all along and none of the dictionaries recognise the latter. But I observed there has been an increasing surge of people, many YouTubers included, that adopted the /heษชtส/ pronunciation, which vexed me to no end. I even saw some teachers of English pronounced the letter like that, which is alarming to say the least.

I have never heard someone from the US pronounce it in the latter form, except as a joke over-Britishism. It is relatively common in the UK. Both seem to be usual forms, and I imagine you'd be understood most of the time with either as well. I'm not sure if you're joking or just being a little over formal, but to find a pronounciation "vexing" or "alarming" is a somewhat excessively strong response, I think.
