I mostly buy 3D printed cookie cutters from small businesses. My favorite is Peaches and Dream (but they're going printable file only). Cookie Countess and Cut It Out have great designs too! Craft stores like Hobby Lobby and Michaels usually have some seasonal cutters too. Amazon is such a crapshoot for quality and size.

You start with a sugar cookie recipe that requires forming the dough into a log, chilling it, and slicing it. After the dough has come together, separate a portion to color whatever color you want the ghost or pumpkin to be. Then, roll the colored dough out. You can keep it pretty thick (as thuck as your cookie cutter). Use a cookie cutter to cut the shape you want in the center or the cookie and stack then cut outs on top of one another. Now, go back to your plain dough and form it around your stack of colored dough. You might need to roll thin logs to fit on either side of the pumpkin stem or you may opt to roll the dough out and wrap it around the whole stack. Basically, you need to fill in all the gaps around the colored dough and end up with a single log of cookie dough to chill. After chilling you slice and bake. I'm sure my description was horrible, but hopefully it gives you a general sense of what to do. I'm sure there are videos online. More on reddit.com
