This is said to run 4k at 30 Hz, but i am not sure if it is able to run 1080 at 144 Hz.
That cable is essentially an HDMI cable, with a display port connector on one end. If your monitor is limited to 75hz with HDMI, then you will be limited to 75hz using that cable.

Would it have to be a HDMI 1.4b, or is it just 1.4b and above? Not sure if I can find anything but HDMI 2.0 and 2.1 in my local store.
HDMI is always backwards compatible, and often forwards. you'd have to find a very old cable that didn't support HDMI 2.0. But new cables work fine with lower standards, not that it matters because:
The MG248QR should support up to 120 Hz over HDMI.

@MadsJensen It doesn't matter what cable you get, you're not getting 144hz out of that HDMI on that Monitor. You need a monitor that supports 120 or 144hz over HDMI.

Looking at the specs of the G3 3590, its USB-C port is noted as supporting DisplayPort Alt Mode (video output) when equipped with the GeForce GTX 1650 or better.
If yours is such a model, you may be able to get by with a cheaper adapter for USB-C to DisplayPort, since it is not an active adapter. You should verify that the adapter supports 144Hz.
Whatever you buy, ensure that the vendor has a good return policy.

HDMI output from laptop to DP input in monitor just won't work. That is a technological limitation. (An adapter might make it work but it will limit the specs, either resolution or refresh rate)
The best bet is USB C to DP here. Try searching for some adapters which might make it work. Even a normal good quality wire should make it work.

pretty much zero chances to run the 144Hz monitor using a hdmi...i have the same problem with my laptop. If you had a displayport it would have been easy but your monitor also needs a display port. Using hdmi for 144Hz is in theory working but only if your monitor accept it and you cant really know that unless you test it or find some forums about people who own that monitor...i hope thislink will help you clarify your problem:
