Are you trying to change your password or reset your password? If you want to change the password it means you can log into your account, However, if you want to reset the password then it means you are unable to access your account. Please consider the following scenario:
Scenario 1: Chane password
If you want to change the password via mobile phone, you can visit the following link using your mobile web browser on your phone: https://account.live.com/password/Change
Scenario 2: Rest password
If you want to reset the password via mobile phone, you can visit the following link using your mobile web browser on your phone: https://account.live.com/password/reset
Once you have changed/reset your password then you can follow these steps to reconfigure your account setting on the Outlook mobile app.
Please go to Outlook settings on the Outlook mobile app > select your email account > Reset Account.
However, If the problem still persists then select the "remove account" option then re-adding your email account again.
