I have a HP Omen 2019 laptop with i7 8th gen and a GTX 1060. The laptop has always been a loud one at high temps like at 70°-90° for the GPU or CPU both, especially when I play games. Last year, I started having heating issues (above 95°) and HP sent a support engineer who repasted the thermal paste, and it was fine till recently. Last week the overheating started again, and since the laptop is out of warranty I decided to open it up and reapply the thermal paste. I looked up some videos online pepared myself, bought the Thermal Grizzly Kryonaut and got to work. I was careful because this is the first time I am opening the laptop myself. I think I did everything correctly. I even cleaned the fans and much as I could using some rubbing and a few cotton buds.
I boot up my machine and everything is fine. Idle temps are now at 40° for the CPU and around 35° for the GPU. I say great work, game for a few hours and see that the temps never crossed 75°. All fine. Then yesterday, I suddenly noticed that the laptop is very quite. Like unnaturally quite. I have never heard this much of silence from my machine in the past 3 years. I freaked and flipped the laptop, but the fans were running, with a ever so faint noise. I start a game, rank up the graphics and play for a few mins to see if the fans will make the familiar noise of a jet engine starting. But no. No sound. Temps at 75° still. Then I enabled the turboboost of CPU (in the past, as soon as it was enabled, the fans would start reving up). Again nothing (but temps reached 85°). There is a sound now, but it is very faint and almost disappears with the ambient noises.
Now I am worried I did someting wrong in the teardown. Is there anything I can do to check if the fans are actually working like they were supposed to? Its a HP laptop with the Omen Command Center, so it doesnot have a control fan speed option. Any suggestion will be really appreciated. Thank You!

Starting several days ago, I started noticing the fans gotten really loud and it's becoming really really annoying.
I am currently on Chrome with 4 tabs open (No Netflix, Disney+, other streaming) and the fan is already loud. I wanted to check what the fan speed is but I just can't find a way to do it. I downloaded MSI Afterburner but that one didn't say either which I found is because fans on my laptop can't be controlled. I at least want to find its rpm when it's going wild.
The computer is clean, temperature looks good, but the fan would just go on as if I was playing a game while connected to 3 different monitors.... even when I am just browsing Chrome with barely 4 tabs.

How do i check my fan speed without downloading 3rd party unless I need them? Why is this fan situation happening????????? whhh
