Have you tried Bolt / Loveable / v0 by Vercel / Rocket etc.? They can get you started with basic web apps. You can also explore n8n / Make Free-tier for setting up automations. I highly recommend checking n8n out and maybe self-host it on a VPS. It is not that hard and it will help you a lot. If you need any help, happy to help here :)

This doesn't sound like a fruitful endeavor to me. How would you produce a quality app without knowing their business requirements and logic?

I assume you don't have their permission yet. You can't release it to play store without their consent. Even if you have their consent you'll require a developer account in company's name to publish it. You can create an MVP and contact them along with estimates to complete the rest of the app. Rest is upto them, if they think it's feasible to outsource it to you. They'll also consider if it's worth having an app.
