SC Plates renew every 10 years. Most likely reason is your 10 years were up, they'll send you out a new plate instead of a new sticker when you pay your taxes for that year when that happens. If this is the case, your current plate is expired and should be replaced immediately, you do not need to return or decommission a plate online that has expired.

I’ve scoured the SCDMV website and every time I call my local DMV it automatically hangs up and says they’re too busy. I can’t find the information I need anywhere. I don’t want to just show up at the DMV and wait for several hours. If I don’t have it I need.
I moved from North Carolina to South Carolina at the end of December. I did not change over my license or registration because my NC registration was valid until November. I learned now that I should’ve done it within 60 days.
What documents do I need in order to get a SC license and registration? Hopefully there is someone that has moved to SC that was in my same position that could help me out.

Ok, for registration you first need to go to your county courthouse with your title and pay taxes on it. They'll give you a form which you take to the DMV with your title. On top of the taxes you just paid, you'll have a baseline fee of $40, an out of state vehicle fee of $250, then a road maintenance fee which is a percentage of fair market value, then $15 for the title and plate. You need insurance to register a car, so make sure your's is valid. If you don't have insurance on a registered car and wait too long, they suspend your license. For the license, just bring your expired license, a couple extra forms of ID like your birth certificate and SS card, and two proofs of residency to the DMV. I think it's $25? As long as it hasn't been expired for 6 months, you'll be fine. The DMV assfucks you with fees in this state, so lube up.

Last time I visited the DMV I waited about 5 minutes. The DMV's here are generally (ymmv) pretty easy to deal with. Just be friendly.
