For most, command - shift - f is the answer for proper full screen.
With the Chrome Window in full screen mode (green button, View > Enter Fullscreen, or FnF), the keyboard shortcut ⌘+⇧+F (View > "Always show toolbar in full screen mode") will toggle showing the tab/url/bookmarks bar while in full screen mode.

It's always been this way, I think you just forgot that you enabled borderless full screen mode.
If you want to go into borderless full screen mode. You have to press Cmd-Shift-F while in full screen.
The redesign makes the top bar inaccessible in borderless full screen mode though, even if you hover at the top edge.
If you want to be able to access that with a top edge hover, go to chrome://flags/#views-browser-windows and DISABLE IT. It restores the old top bar look though.
I've done this bc I can't live without borderless full screen mode.
EDIT: Flag's gone as of the latest update(71) and there's no other workaround. All we can do now is wait until they push a bugfix with another update (there's an issue open on the Chromium project already). https://bugs.chromium.org/p/chromium/issues/detail?id=868398
If you can switch to another browser, please do, let these fuckers know we're not okay with them pushing incomplete UI changes.

Open System Preferences and open the Mission Control preferences. Check When switching to an application, switch to a space with open windows for the application.

To get back to a full-screen app, hit ⌥→ (or ⌃→).
You can use ⌥ and a number key or ⌥← or ⌥→ to scroll back and forth. It's annoying – especially if you're coming from Windows – but you get used to it eventually.
I have YouTube video in full screen mode playing in Safari. When I switch to another app window using Cmd+Tab, and then back using the same shortcut, I see an empty screen with message saying to click to exit fullscreen mode. But I don't want to exit, I want to see my video fullscreen. What I do is click to exit full scren and then enter fullscreen again. How do I avoid doing that?
