So Ctrl+Tab and Ctrl+Shift+Tab still let you cycle through tabs in full screen, and Ctrl+Shift+A still opens the search tab menu while in full screen. Between those two, you could easily stay in full screen and still navigate most things. But not the menus. For you to have access to everything, it really sounds like you don't want full screen mode, since that's the opposite of what it does.
