However, since I don't know them personally, I'm unsure of how to provide secure access while still granting permission. This probably seems like an innocuous question to most SEO experts out there, but any advice would be appreciated. Apologies in advance if this post came across as rude or insulting!

If you cannot give full access to SEO expert. Than seo expert cannot do full work. Otherwise, you can make permission in the wordpress user tab. And in GCS you can also give limited access.

Usually we recommend you give user level view access to analytics rather than account or manager level. For the site it depends on your CMS, but WordPress allows for temp users to have logins. Webflow has a overview account level. Squarespace has limited view access. And if you're using Wix nothing the SEO can do will help.
