Ok, I made some progress. The gradient tool is in the usual tool panel. I was looking in the layers. Click that. Then click your gradient on the screen, not in the toolbar. Then I was able to move it, until I could not. Now every time I click the gradient I get the handles and can only resize or move the handles. I think that's because I used the handles to modify my gradient. But now I have no other option and can't move the gradient.  For those of you who are stuck like me, one you have the tool open and can see the handles but can't move it, then you can choose rasterize layer in the layers panel. I finally did that just so I could move it. Answer from katndmouse on community.adobe.com

Radial Gradient won’t move
Weird, I just had the same thing happen, but accidentally solved it. You do need the dialog box open. First try turning off Align with Layer. If that doesn't do it, Reset Alignment. Then click the Align off/on. I was just futzing around like that and it worked. I can't track back though - it now works no matter what is on (but again, only with the dialog box open). Can't Figure Out How To Adjust Gradient Position
You need to have the Gradient Fill popup window open to move the centre point. Double-click on the "thumbnail" of the adjustment layer to open it. Then it's just a matter of dragging the gradient on the picture. More on reddit.com

I’ve seen videos where people create “the sun” with radial gradients and I’ve tried doing the same but whenever I try to move it around the screen it will not move. Some people say that you have to have the little box open with the gradient details in order to move the gradient. I’ve also tried that. I’ve tried everything.
