A little late for this answer but the way you do it is that you add the card again in the Setting -> Your name -> Payment and shipping. After adding the card, a link message will appear and all you need to do is to follow its instruction to upgrade it to apple pay (make sure you have the same card in your wallet app too).

I don’t think you can set apple pay like payment method on iTunes/App Store (digital products), but you can pay on the Apple Store (physical products) with apple pay. You can set this credit card for payment method just to going to your profile - payment & shipping, setting there. My understanding is you need a back account for Apple Cash correct me someone if I’m wrong.
