You must see a distinct hotspot and defined cutoff for the new led bulbs. If you don't get a hotspot, you're losing usable light. Why is my headlight pattern like this? I installed them at the infamous “9&3 o’clock” position yet they are still cut off. (if you can’t tell, yes they’re LED’s)
Do you mean the left being a bit shorter? I think that's usually so you're not blinding oncoming traffic as easily. If not that then not sure sorry. More on reddit.com

October 18, 2019 - Their H13 dual low and high beam, so yes, 3 and 9 o'clock positions is accurate. If you turn one into its socket and you see its off of 3 and 9, thats when you use that little adjustment screw and re align to 3 and 9. The problem your having is an LED is a panel not a filament inside a bulb, so it can only emit light out the one side, where a filament emits 360 degrees out the bulb.

I know it's 3 & 9 o'clock for reflectors, but I've seen no info on projectors.
