I use forscore on my iPad for this. It allows you to import pdfs and annotate. Pairing this with the apple pencil (or a third party one) works pretty well.

MuseScore is the best one I’ve found for free. Not the mobile app, but the desktop app ( https://musescore.org/en/download ). It has a web-based importer that’ll convert PDF into MuseScore format, from which you can edit and then export into a bunch of different formats.
