Lightly sand it with a fine grit to give the piece a "tooth" for the new paint to adhere to. Brown might appear like you are trying to make it look like wood, so I would go with another color. Gloss black if you want to go black. It's such a small table you could go with some other color and it won't overwhelm a room. (like pink or green) Edit: Spelling
