Hi!
I bought an 60-s small wooden storage furniture. There are so many small parts and it's in pretty ok wear quality.
Is it possible to just clean it up then finish it with hard wax oil ontop of the previous finish without sanding it down? Its veneer and not so thick. I want to make it alive again in a simple way. Would you recommend this?

Without pics hard to say. But try this: Wash it down with mineral spirits using some OOOO steel wool as a "sponge" (don't rub it really, really hard, just enough to get off the dirt and loose stuff), let it dry, then use paste wax. This will get you something presentable, not optimal, but presentable.

You can try it. If it doesn't work, then sanding can be done. But if it does work, and it works on enough furniture to make it useful, you just saved a lot of time and effort. Here's my method for "used" furniture: Clean it thoroughly with mild soap (dish detergent liquid) and water and a soft cloth. This gets rid of water-soluble stuff like soda spills and most of the dirt. Wipe with clean damp cloth. Clean it again with mineral spirits and 4-0 steel wool, rubbing gently. This gets rid of hand grime and many old finishes. It also scuffs up the finish a bit. STOP HERE and evaluate the finish and color. If it looks even and intact, and you like the color, do a hard paste wax and buff the finish up and call it done. You can darken a bit with a tinted paste wax. If the finish is worn off in places or it's faded, seal the worn places with a spray shellac and use General Finishes gel stain (I have no experience with other gen stains) in a closely matching color to revive the looks. Or you can wipe over the top with any oil-based stain and get a slight color boost. It's like a color rinse for hair, nothing dramatic, but enhanced color. Wipe ON thin coats, with a soft cloth dampened in mineral spirits. It's easier to do this than to try to apply it thickly and wipe off evenly. Finish with a coat or two of wipe-on polyuurethane top coat and admire it. Going a bit darker with this method is easy, going lighter is hard, but you can get a "whitewashed" look with some extremely pale stains. Beware of red tinted stains, because they usually are too red.

I’m completely new to woodworking and furniture repair but I have a few antique pieces of furniture that I would like to make a bit nicer. I feel like sanding all of them down to wood and restaining them would be a lot more work than I’m ready for right now so is there any ways you recommend to touch up the scratches and blemishes?

I used Old English brand wood oil. A bottle is generally less than $10. Amazon or ebay. The oil is rubbed in with soft clothes. A second application may be needed. Some extra effort in corners/crevasses. I used the oil for decades on wood floors. Perhaps a touch up pencil. There's also a product called Gaurdsman water mark remover. It may help with the lower blemished area of the dresser

That two-tone is not natural, so if you refinish, that will disappear when you strip the finish off. It should probably be refinished, but you could wipe down the surface with denatured alcohol the lightly sand the existing finish with 600+ grit sandpaper, buy a touch up marker for any discolored spots, then use some brushable polyurethane and put a coat of finish on it.
