If so, who gets the refund money?
Just thought with the number of new users this year and with it being Christmas and the sale some of you may have gotten game gifts through Steam, and after trying them you know they're not for you.
The refund policy allows you to refund a game if you've played under 2 hours and it's less than 14 days since it was bought. This applies to gifts too.
In the case of a gift, while you can't refund the game yourself, you can make it possible for the purchaser who gave you the gift to get their money back. That way they're not out of pocket or wondering why you don't play the game they bought you.
First go to the Steam support page here - https://help.steampowered.com/en/
You'll see some of your recent games as well as some help topics, it will look like this. In my case I want to refund Angels Fall First, which was given to me by a friend who saw it on my wishlist.
You'll then have a list of reasons and help topics like this, in this scenario after trying the game it wasn't for me, so I selected "It's not what I expected".
On the following page select "I'd like to request a refund for this gift".
Finally, you'll see this page where you can put a check mark in the box for "Allow the original purchaser of this gift to request a refund."
After this, let the person who bought the gift for you know they can request a refund. If they're not sure how that's done here's how.
Go to the Steam Help With purchases page and login - https://help.steampowered.com/en/wizard/HelpWithPurchase
They will see a list of their recent transactions. They then click on the game purchase they sent you.
They'll see details of the transaction like this and can click "I would like a refund". They'll then be able to select a reason and complete the refund.
It can sometimes feel socially awkward to return a gift, but I honestly feel worse knowing someone spent money in good faith and then wonder why I never seem to play the game.
Let them get their money back, don't assume that they'll give you something else instead, if they offer great, but the goal should be to make sure they're OK.

Basically a while ago I bought Don't Starve Together while it was on sale, and got a copy...
I didn't give the copy to anyone, but recently I had to choose between 2 of my friends...
And I ended up gifting the game to the guy who literally lied about wanting that game for years...
He doesn't even play it with me... Good thing is that it hasn't been two weeks since I gifted him the game. But judging by how he lied, he probably wouldn't agree to refund the game to me.
Is there a way this can get resolved?
(Also, I didn't buy the gift, I got a copy from buying myself the game, would it be returned in money or as the copy?)
Hey I bought a game for my friend for Christmas they wanted and after playing for a bit they realized they didnโt like the game as much as they thought. They refunded it. So do they get credit or does it get refunded back to me? They said that theyโd prob get BG3 and weโd play that together in place of the other game.
Some of my viewers on Youtube and Twitch keep requesting I cover this game or that. I obviously can't afford to fill all these requests, so I often tell them that I'll stream the game at least once, if they gift me a copy. Sometimes they take me up on that offer, and sometimes they don't.
But what if I really don't like the game after giving it a chance? The viewer will probably be disappointed.
If I play for less than 2 hours and have had the game for less than 2 weeks, I'm usually eligible for a refund. But if it was gifted to me, I think the gifter should be the one who gets the refund, not me.
Is that an option whenever I try to refund a gifted game?

Yes providing you are below two hours playtime and haven't owned it for two weeks you can issue a request for a refund.
If it is granted money will go back into your friends account
First you have to allow for refund, then your friend can request for a refund like with any other game and will have his/hers money back.

I've tried googling this and can't find a concise answer. My brother gifted me a game for my birthday, unknown to him I already own the game, (direct from the games creators). If I decline the gift is it easy for him to get a refund, otherwise what's the easiest way for him to get his money back?
If you decline the gift, it will be refunded to the gifter

If you click on Decline Gift, we'll issue a refund to the original sender. You can optionally include a note when you choose to decline the gift; whether you do or not, we'll email the sender to let them know the gift was declined.
Note its a bit odd since normally if you own the game, steam detects it so it can't be gifted to you.
In case you decline the gift, the person who gifted you gets refunded right away.
In case you accept the gift, you have to go the steam's support page of the game and tick the checkbox that allows the person who gifted you the game to request a refund, but you still need to be under the conditions of the refund policy, which is to have less than 2 hours of total game time and stay within the 14 days window after the day of purchase.

I am wondering how a refund for a gifted game works on steam. If I purchase a racing game for a friend and they do not like it, does steam allow my friend to receive the refund credit, or does purchaser of the gift get refunded?
I'm not sure if the person will like the game I want to gift them, so it would be nice if they can get credit to get another one they like.

It's been 12 days since I sent a gift on Steam to a friend. I'm not sure if they really want the gift, and I don't want to have wasted money for their indecision. Can I refund the game from my account, receive my money back, and cancel the sent gift?
