Yes you can, try freemium model, allow users to use your core functions for free then charge for the export or download if there is any ir you can go with free trials too.

I don’t think the current ratio of free to paid plugins is going to change much. Currently only about 1% of plugins are paid. It’s much easier to make a free plugin than a paid one. But if Figma is gonna implement some kind of a marketplace, I would suspect this ratio may change a bit. Still, I believe most of the plugins will remain free.

Then you use Gumroad or LemonSqueezy or other provider’s API to check if the license key is valid and save the result in client storage in the plugin. You can make the plugin fully paid or just paywall certain functions, it’s all up to you, you have full control.
