Only if you link it to Apple Pay or Google Pay and use that. And it will only access funds in your balance, not a linked card or bank account. So it's easier to just link the card or bank account directly to APay or GPay.

I have an Android device with PayPal installed I have added my debit card to PayPal can I use the PayPal app to pay through NFC? I have not tried it and all the videos I saw on YouTube just mentions that with pictures I did not see someone actually doing it. By the way I am in Saudi Arabia and would not like to use the local madapay app

PayPal doesn't do nfc payments. You'll need to connect the card to madapay (or Apple/Google/Samsung Pay if any of those are accepted in your country).
