I'm starting a podcast from scratch with no pre-built audience I can advertise to. What advice would you give to grow an audience?

Get Twitter Blue…….I hate Elon but it helps with the algorithm alot .
Focus on your content above everything else. There's little point trying to drive people to listen to something if the basics aren't there.
Get 10 / 15 episodes out and then start to point people to it. Your content will be better and you'll have a backlog of episodes for them to listen to.

A useful aside is that you'll also learn to enjoy it rather than assign happiness to downloads as opposed to creating something. If you want feedback on anything you create I will happily listen and provide some.

Content Marketing my friend! You need to a create a web presence using social media that brings your audience to the next platform and keeps them circulating.
The big three places in your case should be the podcast, a Facebook page, and a website.
Your podcast is your organic free content.
Your Facebook is a place to network and share others content. Find your niche community and dominate it. Comment on others posts. Share their posts (always tag back to them). Keep your page active even when it’s not your own content.
Your website is a place to keep your own content. Write articles and share your own tips and tricks here. Share all these to Facebook as well. I do why I call the 1-3-6 plan. Every original post you make gets schedules to be sent out at least 4 times. The first post being the first time you share your article. Then schedule it for 1 week again, then 3 weeks from that 1 week, and finally 6 weeks from that 3 week post.
This gives your post a 10 month life. New, at least weekly, original content is needed. Stick to a schedule like every Tuesday evening at 6 you share a “pro tip”. Maybe on Thursday’s you can post the previous weeks tip with something like “in case you missed last weeks tip” or “keep up last weeks challenge with”. After 10 months of weekly new content you have 4 posts of material that you made going out each week! On top of this, share others posts. Boom, you have a very active page!
If you build it, they won’t always come. You HAVE to be active in the community you want to market to.
You can’t half ass this either. The only way to gain new followers is to be a reliable source of information that keeps people coming back for more.
Use your podcast to direct people to your social platforms. Give them a reward for visiting your website (tons of more content). Every article should have an end goal like joining you on Facebook or subscribing to your podcast. On Facebook, share all your podcasts as well. Keep the web circulating.

Hey all! I'm about to launch a new podcast, and I don't have an audience yet. I was a health coach with a podcast for several years, but I pivoted and lost most of my listeners and readers.
I don't have any money for advertising (I just left my day job for emotional/physical health reasons), and I'm only releasing about 8 episodes, so it's not like I can do a slow burn on this one.
What are your best tactics (that aren't scammy) for building a large audience as quickly as organically possible?

I'd be interested in the replies you get, being in much the same boat. I launched 2 weeks ago and I'm currently working on the "if you build it, they will come" strategy. It's actually going better than expected so worst case scenario is you throw it out there, get it submitted to all the directories you can, get your SEO right and cross your fingers...
