This is a known bug with that AVG software, you wont be able to uninstall it normally because of that password prompt.
Download the official AVG Clear Tool from their website and you will be able to uninstall it using that

Run the tool, you will get a prompt with Yes and No option.
Click on 'No' and then select 'Uninstall' to continue with the removal.
Restart your PC when it prompts you to.
