Yes. More correctly, a Time Machine backup can be used as a source when using the Migration Assistant. When you run the MA the TM disk will show up as a source, if connected directly to the Mac or is available on the local network. It will restore your new Mac to the same state as your old Mac, and can be used as part of the setup process. More on reddit.com

2022 Macbook air - Time Machine Restore but forcing me to use Migration assistant
On newer Macs and newer versions of Time Machine, Time Machine doesn’t back up the operating system. Do what it says: reinstall macOS from recovery, then use Time Machine to recover your back up during the set up assistant process.
