You should be seeing the share in the Network neighborhood and be able to use it from there. Just open Windows Explorer and click on Network.
If you cannot see it, then you have a connectivity problem with the sharing computer.

Samba doesn't run on windows. It runs on linux servers so that Windows machines can access file shares via the smb protocol. As for the emulators/roms, I'd just FTP them over to your original Xbox rather than doing a fileshare.

I believe right clicking on your folder and using the Share tab to share it while also going to the security tab and adding "Everyone" account with full permissions should do the trick
