It is common practice now to push critical updates via capsule. 20H1 introduced API to update even some subcomponents. The mechanism is part of UEFI spec and every manufacturer and OS vendor is taking a use of it.
If the notebook is bricked, file a support case. The only time I saw notebook getting bricked is when it was turned off mid process. There is no recovery procedure on consumer segment as far as I know

Should I update the BIOS? Is it safe to do so?
There is also a HP firmware update 15.36.0.0 listed under Windows Update as an optional update. Is that also a BIOS update?

The one under Windows Update is not a BIOS update, those can't be done by Windows Updates. The one in HP support assistant is, and It's safe to do so if you want, normally those fix stability issues and while they're recommended you don't need to do them immediately unless there's a major issue :) Just make sure your pc keeps power while updating!
