HP laptop fan very loud on startup

HP Laptop loud noise in fan region appearing randomly
Brand new HP laptop has an excessively loud fan noise that is on almost constantly. I'm not sure if this is normal for this model.

I have a HP 15-AY103DX laptop and at the start, it was working great but after about a while the fan started to be incredibly loud immediately after turning it on and after 15-20 seconds it would go back to normal. I've never had any issue with the laptop overheating and still don't to this day. Is there any setting modifications that I could do myself without taking it completely apart or sending it to a tech?
TL;DR Laptop fan gets loud for short time then goes to normal. DIY fix or tech?

Actually my laptop is at least 10 years old, so there's no warrenty anymore.
Fan speed is not always the same, but obviously it changes according to temperature.
I already used CoreTemp to monitor temps and CPU frequency and power: that's where I got those data.
To be honest, I'm afraid of opening it to replace the theraml paste even though it may be one of the problems.
Anyway, I can state the fan has never been so noisy like before in these days. Hope I managed to solve the problem, even if partially.
I wanna renew my question:
Since the results seem to be the same, what kind of difference would there be between setting the value of "maximum processor state" in the "Power Options" at 79% or 98%?

I really wanna try to switch from Intel to AMD Radeon GPU, but Idk how!
I tried with AMD Catalyst Control Center, setting max performance and forcing some apps to use the AMD GPU, but nothing has changed. Maybe I get something wrong, so if you can help me I'll appreciate it.
I just want to do some tests and try to see if something actually changes. I'm sure the AMD Radeon never works in my daily use, as I'm keeping an eye on it through the AMD System Monitor.

I bought a HP Pavilion Laptop 15-eh2097nr to use for travel. It just arrived today and right after finishing setup the fan noise kicked into high gear. I can hear it from across the room. The noise is something that would drive me crazy. I have a work laptop (HP elitebook) and it never sounds like that.
Does anyone know if this model of laptop is just noisier? Is there anything I can try, or am I stuck either dealing with it or paying to return the laptop?
Edit: It also seems to get warm quickly right where the fan blows up towards the screen, this is without running anything demanding at all.

My Hp pavillion (CS) laptop makes this noise at the startup nearly always and only in rare occasions during normal usage. This started some month ago with just a noisy startup once, than more frequently and now it's the normality. As shown in the video if i hit the area where the fans should be it stop for a bit till the normal behavior. Should i open the case and try to remove dust or something? or should i just bring it to a computer repairman because the fan is gone? What do you suggest me to do? ty in advance
