HP laptop touchscreen not working

Hello! I have an HP elitebook x360 1040 g8 notebook PC, and the touchscreen stopped working. Whenever I switch on my laptop from restart, shut down, or even sleep mode, the touchscreen doesn't work. However, after 5-15 minutes (or longer) it will suddenly work fine until I restart it again. The touchscreen doesn't work in UEFI either.
I did the usual steps of uninstalling/updating/disabling then renabling drivers, and updating my windows, and the issue still continues. I also reinstalled the wacom aes digitizer driver and the intel video driver. I did try to run a components test in UEFI, but it is unavailable there.
I'm guessing it's a hardware issue and I would really like to solve it myself, I'm comfortable with opening my laptop but I cant find any videos troubleshooting this issue, every tutorial focuses on the software side. Please let me know if I can resolve this myself? Thanks!!!
Looking to purchase a budget Laptop for work and wanted to get opinions on which would be better performance wise. I am wondering if I would be better off going with the I7 processor with 16gb ram or go with the ryzen 5 processor with 8gb and then upgrade it 16gb? From what I understand from the research I've done, the ryzen 5 seems to outperform the I7 on some benchmark tests. I'm not to savy when it comes to laptop specs though so just wanted to get some help. Thanks in advanced for any info
