I "grew up" on CPU-Z, but am leaning now towards HWiNFO. Any reasons why you would (or wouldn't) use one over the other?

Simple question, I am looking to hear argument on why one more than the other.
They're showing different voltages, 1.09 on hwinfo and 1.35 on cpu-z
I'm facing this issue with my 10900K on an ASRock Z490 Aqua. Core Voltage is fixed to 1.33V with LLC1 in UEFI, however HWInfo shows up to 1.476V in IDLE and 1.39V under load, while CPU-Z shows expected values.
Does anybody know how there is a difference in these readings and which one I should trust?

How do I view the downloads/uninstall history of my PC? I would like to verify the as to what was installed around the time I updated my apps (maybe I am in the clear?! and do NOT have to reformat... fingers crossed🤞)
I'm running a stress test in Prime95 with 2 applications open, cpu-z and HWinfo64. In cpu-z it shows core voltage at 1.35 and in hwinfo it shows core vid as 1.28. In my motherboard I'm running 4Ghz at 1.32 volts. Which software should I believe or am I looking at it wrong?
