Ok i downloaded newest hwmonitor and just like cpu-z and task manager (mostly) it shows that the cpu is running over 4200 mhz, so this is definitely hwinfo reporting incorrect clocks Also a new option called "CPU VCORE" appears in HWMonitor which is the same one that cpu-z was showing as "core voltage" but obviously it's not as the external voltage regulator is probably reporting an incorrect value as whatever it's trying to do is being overridden by the internal one.
