CPU temperatures and a bit of confusion about HWMonitor

Hello PCMR. I usually lurk around here more than post but right now I'm a bit baffled and I need some help.
I'm not sure if my CPU is running too hot or not and I can't really find any definitive answer by googling around.
Intel specs tell me that the safe CPU temp is 72 C and but I'm not sure what temperature exactly is that.

I've had it on to monitor my temps for a good time now and I'm wondering, does the 72 C limit mean the cores or the CPU socket which have never even reached 70 C. (Since CPU itself always show constant 60 C I'm assuming that there's no actual sensor in there).
My CPU core temps usually hover around 70-76 C under load but they can occasionally jump up all the way to 90 celsius and it's a bit worrysome.
I do use the stock cooler and I'm in a financial situation where I can't really afford to buy new CPU at least quite yet so I'd like to keep on playing all the new games, especially since I got new GTX 970 couple of months back, but I'm a bit afraid that I'll run my CPU down.
So PCMR, since there's a lot more tech savvy guys here, can anyone tell me if I should be worried and start to take some steps or if I'm good to continue playing as is.

Or would you recommend a different program altogether? Please provide an explanation so I know why you're recommending one software over the other.
I just upgraded to a Legion Pro 7i (Gen 8), but I used to use a HP Omen 15, so I'm used to monitoring temperature through the Omen Command Center.
