I tried to Google this, but I couldn’t find anything that describes my exact problem. I cannot add any new payment methods to my account, as in the button that says “add payment method” is grayed out. I even went to appleid.apple.com to see if it would work there.
There is an existing payment on there, but that’s my mum’s PayPal and I want to add my own debit card. the issue is that I can’t add at all, it doesn’t give me the option, so region has nothing to do with it. Is it because I am 17?

Try Settings > Profile > Media & Purchases> Sign Out. Then turn completely off the device and turn it on again. After that log in again.
